Abstract: The ability for public safety personnel and their devices to communicate securely within their communities and with external partners, when and as authorized, is essential in the day-to-day conduct of their operations, and vital during emergencies. The ways in which the public safety community uses communications services and tools are constantly evolving. The distinguished speakers of this forum will provide their unique perspectives on how technologies, industry standards and regulations are able to support the needs of public safety and where lie potential opportunities to better meet current and future needs.

Claudio LucenteClaudio Lucente

Claudio Lucente is an independent consultant in the telecommunications industry with over 30 years of experience in wireless communications for military, public safety, and commercial applications. He authored numerous publications regarding the use of wireless broadband technologies as applied to public safety communications, including the influential reports regarding the bandwidth requirements in the 700 MHz band for public safety and service delivery models for a public safety broadband network in Canada.

Claudio led a joint Canada-USA working group sponsored by the U.S Department of Homeland Security and Defense Research and Development Canada - Centre for Security Sciences, whose goal was to define the operational requirements, technical challenges and operational challenges regarding the use of deployable LTE systems for public safety. In recognition of his contribution, Claudio received the Heinrich Heinz award from the National Public Safety Telecommunications Council in 2017.

He has spoken about public safety communications at several events, including LTE North America, Association of Public Safety Communications Officials conferences, International Wireless Communications Expo, and Canadian Interoperability Technology Interest Group conferences.

His current interests lie in the Internet of Heterogeneous Things as applied to enhancing public safety and security with a scope the spans edge-fog-cloud orchestration, security architectures, protocol mediation and semantic interoperability. Another area of interest is in the seamless quality of experience in the mobility handovers between 5G and other technologies as well as between terrestrial, air and space layers.

Claudio is a senior member of the Institute of Electrical and Electronic Engineers and holds a Bachelors degree (magna cum laude) and Masters degree in Electrical Engineering. He is a registered professional engineer in the Province of Quebec, Canada.

Jeff BratcherJeff Bratcher

Mr. Jeffrey Bratcher is the Chief Network and Technology Officer of the FirstNet Authority. Mr. Bratcher is a key leader involved with the shaping of the technology for the Nationwide Public Safety Broadband Network (NPSBN). He led the formation of the FirstNet Authority technology teams as well as the state-of-the-art Innovation and Technology lab located at the FirstNet Authority office in Boulder, Colorado. Building upon his success as the Chief Technology Officer, Mr. Bratcher was also appointed to lead the network team overseeing the implementation of the nationwide FirstNet broadband network built with AT&T. Mr. Bratcher began his federal service in 2003 with the National Telecommunications and Information Administration (NTIA) Institute for Telecommunication Sciences (ITS) also located in Boulder, Colorado. Prior to joining federal service, he worked for ten years within the wireless private sector deploying several of the first digital cellular systems in U.S. and international markets. Mr. Bratcher received his BS in Electrical Engineering from Texas Tech University and his MS in Telecommunications from Southern Methodist University.

Joe FournierJoe Fournier

Joe Fournier has over 30 years of experience in the wireless domain working on product, system and network level research & development. He is currently with the Federal Government’s Centre for Security Science (CSS) in Ottawa, Canada responsible for the Wireless Technology portfolio. Prior to this, he led the wireless network design group at the Communications Research Centre (CRC) at Innovation Science and Economic Development. Of significance, he has been active in Canada’s Public Safety Broadband Network initiative for the past 10 years.

Before joining the Federal Government, Joe held senior management positions at a number of Industry organizations including Intelcan, Newbridge Networks and Alcatel Networks. While at Alcatel, Joe was Associate Vice President of Broadband Wireless. Over his career, he has travelled to and been involved with many turnkey wireless network designs and implementations in North and South America, the Caribbean, Europe, Africa and Asia.

Joe has a B.A.Sc. from the University of Ottawa in Electrical Engineering.

Dereck OrrDereck Orr

Dereck Orr is the Division Chief for the Public Safety Communications Research Division at NIST’s Communication Technology Laboratory, and has held that position since December 2002. In that role, he leads the Public Safety Communications Research (PSCR) program that serves as an objective technical advisor and laboratory to FirstNet, the Department of Homeland Security, and public safety to accelerate the adoption and implementation of the most critical public safety communication standards and technologies. From October 2003 until October 2004, Mr. Orr was detailed to the Department of Homeland Security to serve as the Chief of Staff of the SAFECOM Office within the Science and Technology Directorate, to help establish the new program. Prior to working at NIST, Mr. Orr served as a professional staff member of the Senate Appropriations Subcommittee for the Departments of Commerce, Justice, and State, and Related Agencies under Senator Fritz Hollings. In that position, Mr. Orr was responsible for the appropriations accounts relating to state and local law enforcement issues. Prior to that, Mr. Orr served four years at the Office of Community Oriented Policing Services (COPS) at the Department of Justice. Mr. Orr received a Masters in Public Policy from the College of William and Mary and a Bachelor of Arts in American History from the University of Texas at Austin.

Kenneth C. BudkaKenneth C. Budka

Dr. Kenneth C. Budka, Sr. Partner at Bell Labs Consulting, has served as strategic advisor to corporate leaders and government officials world-wide, helping utilities, mining, rail and other industries modernize their communications networks to support next-generation industrial automation applications and helping transform public safety, transportation and other government services through the adoption of new information and communications technologies.

Ken was one of the driving forces behind the global adoption of commercial wireless broadband technologies for public safety communications.  Ken served as Vice-Chair of the 15-member Technical Advisory Board for First Responder Interoperability, a panel of experts established by the U.S. Congress to set minimum technical interoperability requirements for the Nationwide Public Safety 700 MHz Broadband Network, FirstNet. 

Dr. Budka is coauthor of the book Communication Networks for Smart Grid: Making Smart Grid Real.  Ken received the Ph.D. and M.Sci. degrees in Engineering Science from Harvard University in Cambridge, Massachusetts USA and the B.S.E.E. summa cum laude from Union College in Schenectady, New York USA.  He is a Senior Member of the Institute of Electrical and Electronics Engineers and holds 21 patents.

Combined with a strong technical and communication skills, he launched in 2019 with the collaboration of multiple experts and centers the First Advanced Manufacturing Center for electronics and micro electronics in Canada inside the center call C2MI.

Marie-Josée TurgeonMarie-Josée Turgeon

Mrs. Marie-Josée Turgeon is C2MI General Manager. She oversees the centre’s operations and facilitate the fulfillment of the uncountable requests from C2MI’s partners and customers to meet emerging technology needs and capabilities in fields such as MEMS manufacturing, advanced packaging and systems assembly as well as printable electronics.

It is under her lead that the Advanced Manufacturing Centre dedicated to electronic card assembly and printed electronics was set in the C2MI research centre facility in Bromont in 2019. This Centre offers state-of-the-art equipment in the printed electronics, circuit assembly, nano protection and advanced cooling fields, as well as an integrated supply chain leading to high-volume production.

She cumulates more than 25 years in the manufacturing field of microelectronics, having worked for IBM Bromont in several groups and as a plant manager for Varitron before joining C2MI.

Throughout her career, Marie-Josée has been and continues to be involved in the promotion of science to young girls in high school through various activities, most recently with the Chair for Women in Science and engineering from the Université de Sherbrooke.

Marie-Josée holds a bachelor’s degree in chemical engineering from Université Laval and an MBA from the Université de Sherbrooke.

Sylvain CloutierSylvain Cloutier

Prof. Sylvain G. Cloutier received the outstanding thesis award from Brown University’s Division of Engineering in 2006. As a professor of Electrical Engineering at the University of Delaware, he then received the DARPA Young Faculty Award for his work on the use of nano-engineered materials for lasers. In 2011, he joined ÉTS to launch the Canada Research Chair on Printable Hybrid Optoelectronic Materials and Devices and explore new materials and processes for printed hybrid electronics. He also leads the ArianeGroup Industrial Research Chair on emerging materials for aerospace and space applications. He has been lead investigation on several large-scale research projects in the USA and Canada and contributed over 120 publications. He was elected member of the College of the Royal Society of Canada in 2014.

Martin BolducMartin Bolduc

Martin Bolduc received a B.Sc. in Physics in 1998 and a Ph.D. in Materials Science in 2003. He was NSERC Post-Doctoral Fellow from 2003-2005 on spintronics at SUNY – AlbanyNanotech. In 2005. he obtained a Lincoln Lab Fellowship on perovskite optical isolators at MIT. From 2006-2009, he worked at Tekna Plasma Systems on R&D manufacturing equipment. In 2009, he went to INO to work on sensor technologies. In 2012, still at INO, he joined force with the CTO to start a new field of activities in Printed Electronics, where he obtained a Graduate Certificate from CalPoly in 2015. From 2018-2020, Martin was Director Advanced Technologies at Varitron. Very recently, he has joined UQTR as an Associate Professor in the Mechanical Engineering Department holding a Research Chair in Intelligent Manufacturing. He is currently involved in several NSERC granted collaborative projects with Varitron / C2MI / ETS. He is author/co-author of more than 60 publications and patents.

Gaël leads the Interdigital Research & Innovation team responsible for developing immersive media technologies, including: Digital Human, Virtual and Augmented Reality, Light Field and Light Guiding for AR, Realtime VFX, Virtual Production and other technologies that are transforming the way consumers experience content and entertainment.

He manages a team of engineers and scientists who are dedicated to supporting Technicolor’s business units – including MPC, The Mill, MrX and Mikros – that require new technologies and IP offerings that bring emerging immersive experiences to market.

He participates to develop a portfolio of IP embedded in the standards (MPEG) and promoting technologies that Interdigital can then license.

He looks after strategy and defines roadmap of research for all Interdigital topics related to Immersive.

He has spent 15 years as a CG and VFX leader creating narrative experiences on movies, commercials and TV series such as Insektors, Batman Begins, Asterix and Obelix: Mission Cleopatra, Immortal ad Vitam, Alien vs. Predator, Harry Potter…

He also has an extensive background in the gaming industry where he applied his technical and creative expertise at Sony then Ubisoft for 10 years. He has produced games for the wii (Red Steel 2) and Kinect platforms and developed ground-breaking applications for Battle Tag (a laser game assisted by computer) as well as Drawsome Tablet (a drawing platform connected to the Wii).

Gaël graduated with a Master degree in Graphic Design and Computer Graphics from l’Ecole Nationale Supérieure des Arts Décoratifs (Paris), and earned a Masters in Economics from University Paris 1 – La Sorbonne.

He currently leads a team of experts in the field of the digital human and how to make those synthetic characters (or avatars) realistic (appearance and animation) and socially interacting with the users. Verónica Orvalho is an optimist engineer. Veronica has a PhD in Computer Graphics focusing on Digital Humans technology. She the Founder and CEO of Didimo and a professor at Porto University. She gave a TEDx talk, received the Women Who Tech Award in New York and the IBM scientific award, publishes her work at international conferences like SIGGRAPH, EUROGRAPHICS. Professor at the Department of Construction Engineering at the ETS (École de technologie supérieure), is a diplomaed architect and has a Ph.D. in environmental planning from the Université de Montréal. After an academic period as a teacher and researcher at ETS, she worked for 7 years in the industry as Director of Innovation at Pomerleau. Today, prof. Iordanova’s research focuses on the digital transformation of construction, including BIM, Lean, Construction 4.0, digital manufacturing and off-site construction.

Active member of the GRIDD (Research Group for Integration and Sustainable Development), Prof. Iordanova is the co-holder of the Research Chair in Integration of Information Technologies in Construction, which brings together 11 industrial partners representing the entire ecosystem of the sector.

She is a professor in the Department of Health Management, Evaluation and Policy at the University of Montreal's School of Public Health, a researcher at the Research Center of the Centre hospitalier universitaire de Montréal (CRCHUM) in the She leads a research chair in Technology Assessment and Advanced Practices. Her research interests focus on the contribution of new e- and m-health technologies that change the relationship between health professionals and patients and the organisation of care; the contribution of patient and relative involvement at all levels of the health system; the development of tools to measure the commitment of patients at all levels of the health system. She is co-leading the Centre of Excellence on Partnership with Patients and the Public.

Dr. Yanick Beaulieu is a practicing cardiologist-intensivist at Hôpital du Sacré-Coeur de Montréal and intensivist at the Montreal Heart Institute. He is an Assistant Professor in the Department of Medicine at the University of Montreal and Medical Officer for Philips Precision Diagnosis. In 2012, Yanick founded Innovative Imaging Technologies (IIT) and created Reacts – a secure digital platform that reinvents how healthcare professionals interact remotely by facilitating virtual care, remote assistance, and collaboration. Today, IIT Reacts is a wholly owned Philips subsidiary and part of Philips’ Ultrasound business. Reacts is currently being used in more than 80 countries and has been deployed across various disciplines in both clinical and educational settings.

Pierre-Alexandre Fournier is co-founder and CEO of Hexoskin, a Montreal-based company focused on clinical-grade wearable sensors and AI software for health and clinical research. Hexoskin was founded in 2006 and launched in 2013 the first iPhone compatible smart clothing for health monitoring, which won several international awards. In 2018 Hexoskin launched a remote health monitoring system for astronauts to the International Space Station. Pierre-Alexandre is also an advocate for transparency in healthcare, patient empowerment, and healthcare innovation through design.

Michel HébertMichel Hébert

A graduate from Family Medicine at Laval University, Dr Hébert joined the Emergency care unit of CHUL hospital (Centre hospitalier de l’université Laval). In 2008 Dr Hébert founded la Cité médicale, one of the prominent clinic in the province where he performs his clinical work.

In 2000 Dr Hébert founded KinLogix Medical, a company providing an EMR to healthcare professionals across Quebec Province. TELUS Health acquired KinLogix Medical in 2012. Since, Dr Hébert is medical director and provides oversight for TELUS Health solutions, government relationships and is involved in many projects.

Abstract: Connected and autonomous vehicles and related technologies are expected to profoundly transform future intelligent transportation systems (ITS). These technologies are ushering in an era of smart transportation that can end traffic accidents, improve public transportation, and drastically reduce congestion and carbon emissions. Connected and smart vehicles will bring massive amounts of data that will need to be transmitted over 5G and beyond networks as part of the broader framework of future smart cities. The stringent demands of autonomous vehicles and data-intensive applications in ITS are already driving new requirements for future communication systems. Fueled by the amounts of data available, autonomous vehicles and intelligent transportation systems will increasingly rely on artificial intelligence to improve efficiency and performance. A variety of artificial intelligence techniques are being developed to bolster dynamic decision making, system cybersecurity and intelligent traffic control. Artificial intelligence is expected to be one of the key enablers of smart autonomous transportation supported by future communication networks.

In this Industry forum, we will bring together experts from industry and the public sector who are driving and leading efforts in the autonomous vehicles and ITS arena, to discuss challenges and future directions in the area with the ICC 2021 audience.

Soumaya CherkaouiSoumaya Cherkaoui

Dr. Soumaya Cherkaoui is a Full Professor at Department of Electrical and Computer Engineering of Université de Sherbrooke, Canada which she joined as a faculty member in 1999. Her research and teaching interests are in wireless networks. Particularly, she works on next generation networks (5G and beyond), Edge computing/Network Intelligence, and communication networks for verticals such as Connected and Autonomous Cars,  IoT, and  Industrial IoT. Since 2005, she has been the Director of INTERLAB, a research group which conducts research funded both by government and industry. Before joining U. Sherbrooke, she worked for industry as a project leader on projects targeted at the Aerospace Industry. Pr. Cherkaoui avails of a long research experience in the wireless networking. Her work resulted in technology transfer to companies and to patented technology. She has delivered several keynote addresses and invited talks in the area. Pr. Cherkaoui has published over 200 research papers in reputed journals and conferences. She co-edited 7 books and collective works, has been an associate editor and guest editor of several IEEE, Wiley and Elsevier Journals. Her work was awarded with recognitions and best paper awards including a best paper award at the IEEE Communications Society Flagship conference IEEE ICC in 2017. She has chaired prestigious conferences such as IEEE LCN 2019, and has served as a symposium co-chair for flagship conferences including IEEE ICC 2018, IEEE Globecom 2018, IEEE Globecom 2015, IEEE ICC 2014, and IEEE PIMRC 2011. She is a Professional Engineer in Canada, a senior IEEE Member, and is serving as the Chair of the IEEE Communications Society IoT-Ad hoc and Sensor Networks Technical Committee since 2020.

Anwer Al-DulaimiAnwer Al-Dulaimi

Dr. Anwer Al-Dulaimi (M’11, SM’17) received the PhD degree in electronic and computer engineering from Brunel University London, U.K., in 2012, after obtaining BSc and MSc honour degrees in communication engineering. He was a Postdoctoral Fellow with the Department of Electrical and Computer Engineering, University of Toronto, sponsored by Blackberry’s advanced research team. Currently, he is a technical product owner (TPO) in the Center of Excellence at EXFO Inc., Montreal, Canada acting as the main R&D interface supporting strategic approaches on technology and product evolutions. He is the Chair of the newly established IEEE Future Network Industry Consortium (FNIC) initiative working to develop a virtual testing platform for E2E network innovation. His research interests include 5G and 6G networks, cloud computing, V2X and cybersecurity. Dr. Al-Dulaimi is the editor of Future Networks Series on 5G & 6G in IEEE Vehicular Technology magazine, Editor of Vehicular Networking Series in IEEE Standards Magazine, Editor of IEEE ITSS Series on Intelligent Automatous Transport, Associate Editor of IEEE Communications Magazine, Editor of IET Quantum Communications Journal, and guest editor for many IEEE journals. He was the recipient of the 2013 Worldwide Universities Network best paper for outstanding research in cognitive communications, best IEEE/WWRF VTM best paper award for 3 times, as well as many other awards and grants. He has published many papers in referred publications and patents. He provided many talks about 5G/6G networks in academia, industry forums, O-RAN and ITU. He is the chair of the IEEE 1932.1 Working Group ‘Standard for Licensed/Unlicensed Spectrum Interoperability in Wireless Mobile Network’. He is a Fellow of the Institution of Engineering and Technology (FIET), Associate Fellow of the British higher education Academy (AFHEA) and registered as a Chartered Engineer (CEng) by the British Engineering Council since 2010. Dr. Al-Dulaimi is a member of NSERC discovery grants committee, senior member of IEEE and a voting member of IEEE MobiNet Standards Committee.

Annie SalehAnnie Saleh

Annie Saleh is the Director of Automated and Connected Driving Systems at PMG Technologies, the manager of Transport Canada’s Motor Vehicle Test Center (MVTC). She is responsible for all on-track testing related to smart mobility, including Advanced Driver Assistance Systems (ADAS), connected vehicle technologies, cooperative truck platooning, and low-speed automated vehicle testing. She holds a bachelor’s degree in Electrical Engineering from McGill University.

Patrick Murtha is Senior Director, Product Management on the IVY Development team at BlackBerry. Patrick is currently leading a team that’s focused on bringing smart mobility to life through the introduction of BlackBerry IVY, an edge-first secure and intelligent in-vehicle data platform that provides automakers with cloud-controlled access to vehicle data in order to produce and share insights consistently with a global digital ecosystem of developers to deliver actionable value on vehicle data at scale. With a strong focus on innovation including most recently as a leader in BlackBerry’s Advanced Technology Development Labs organization, Patrick’s career has spanned leading product strategy, development, and go-to-market execution across a broad set of markets and countries globally. Patrick holds a Master of Management Science in Technology Management from University of Waterloo’s Faculty of Engineering.

Primaël-Marie SodononPrimaël-Marie Sodonon

Primaël-Marie Sodonon is the Innovation and autonomous vehicles projects advisor for the city of Montreal. He holds a bachelor's degree in science specializing in geography and urban planning from the University of Montreal, Primaël-Marie Sodonon worked at the Québec Transport Association as technical coordinator on several expert committees, in particular on Intelligent Transport Systems. During his tenure with Keolis Canada, Mr. Sodonon led the operational demonstration of an autonomous shuttle during the ITS 2017 congress as well as the deployment of the Autonomous shuttle pilot project in the city of Candiac in 2018. Currently a member of the Urban Innovation Laboratory of the City of Montreal, he serves as an Advisor in Innovation and Autonomous Vehicle pilot projects and supervised the experimentation of an autonomous shuttle in the Hochelaga-Maisonneuve district during the summer of 2019.

Simon CORBEIL-LETOURNEAUSimon Corbeil-Létourneau

Simon Corbeil-Létourneau is an AI Researcher at TDS (Thales Digital Solutions), a Thales AI research center located in Montreal, Canada. He holds a PhD. in Mechanical Engineering (CFD) from the École Polytechnique of Montreal, a master’s in biomedical engineering and a bachelor’s degree in physics, both from the University of Montreal. He works actively on different projects related to the Verification and Validation of Deep Neural Networks (DNN) for Safety-Critical-Systems, self-driving cars, and autonomous trains. In relation to these topics, he is also involved in a collaboration with AUDI. The uncertainty quantification in DNN decisions, the DNN Robustness and the application of Causal inferences are among his current main research interests.
